[知識分享站] 聽見"婦女之聲" 慶祝國際婦女節100週年



三月八日是大家所熟知的「婦女節」,在這天根據勞委會勞安所的調查顯示,31%的女性受雇者有睡眠不足的問題,其中更有6%自認睡眠不足已影響工作,狀況比男性嚴重。值得注意的是,37%的女性勞工為家庭主要經濟來源,其中有14%同時是家庭經濟支柱與主要照顧者,換言之,約有25萬名的女性一肩挑起家庭及工作的重擔。這樣的現況,讓我們看見婦女們所面臨的時代挑戰。

而關於婦女的地位和權益,走到今日的情景,宛如一場平權革命的歷程。在古希臘的 Lysistrata為了阻止戰爭繼續,首先發難與男性對立的性別鬥爭﹔法國大革命期間,巴黎市女性於凡爾賽的大遊行中以「自由、平等、友愛」的口號要求女性參政權。一直到20世紀初期,快速的工業化導致經濟擴張,產生惡劣的勞動條件與不合理的低薪;1857年,紐約的製衣與紡織女工走上街頭,要求改善工作環境與低廉的薪資。1908年,更有1萬5千名婦女走上了紐約街頭,喊出了要求經濟保障與生活品質的「麵包與玫瑰 (Bread and Roses)」口號。

首次慶祝婦女節是在1909年2月28日,當時美國社會黨發表了一項宣言,號召在每年2月的最後一個星期日舉行紀念活動。這樣每年的慶祝活動一直持續到1913年。到了1910年,在丹麥召開的第一屆國際婦女會議上,德國婦女運動領袖Clara Zetkin提議設定一天為國際婦女節,1911年3月19日,奧地利、丹麥、德國和瑞士等國總共超過一百萬人舉行各種活動慶祝國際婦女節。但3月25日,紐約發生了著名的三角工廠火災(The Triangle Factory Fire),火災吞噬了140多名製衣女工的生命,而惡劣的工作條件被認為是導致如此重大傷亡的主要原因。這場火災後來還對美國的勞工立法產生了重要影響。

飛資得 咱e報爾後,時代經歷了第一次世界大戰,期間各國婦女在戰爭上也出現了各自的定位和價值,我們可參考"Gale--Women, War 1914-1918",這是觀察在戰爭期間婦女重要性提升的重要資源。例如:女性參與戰爭的醫療隊、輔助隊、救濟隊或者是在餐飲或護理等候備單位的協助。另外關於婦權地位的爭取也有Women's Freedom League(婦女自由聯盟)、Women's Industrial League(婦女的工業聯盟)、Women Writers' Suffrage League(女性作家的參政聯盟)等組織的出現,證明了女性在戰爭時期仍努力爭取婦權的地位。

在早年的努力之後,才出現了今日的國際婦女節(International Women's Day, IWD)。更開始為已開發或開發中國家的婦女拓展了新的面向。在西方國家,國際婦女節的紀念活動在上世紀二三十年代期間正常舉行,但後來一度中斷。直到1960年代,隨著女權運動的興起才又逐漸恢復。聯合國從1975年國際婦女年開始,每年於3月8日舉辦活動慶祝國際婦女節。

「婦女節」標示的是平凡女性書寫歷史的故事。這個故事源自女性幾世紀來為取得與男性並肩立足於社會所做的奮鬥。全球工業化急速擴張,變動不斷,人口快速成長,激進的意識型態已然成形,成立婦女節的構想在20世紀出現了轉捩點。但是,婦女節的意義不僅是宣示女性地位的應當被重視,或是紀念那些為女性爭取權益的先鋒,它應該是一個婦女共聚的時刻,為一個反省爭取女性權益的成果、要求改變的時機,更是歡慶那些在女權運動史中做出不凡貢獻的平凡女性們果敢的行動的時刻。
